The plan says Beijing will formulate a graded evaluation standard for token factories. The assessment will cover core technical indicators including the number of model adaptations, token throughput speed, first-token latency, cache hit rate, and power usage effectiveness, or PUE. The document also says the city will improve support around land resources, energy-consumption quotas, and communications networks, while backing token factories with industry-leading influence. On the technology side, the plan calls for faster iteration of foundation model technology to raise the upper bound of model intelligence. It also mentions work on model-chip adaptation and tuning, and support for research in inference-focused chips, model lightweighting, and edge deployment. In parallel, the document says Beijing will build and use intelligent computing resources at a high level to lift overall token production capacity.390
